Turn Ontario into transparency leader, writes Bulmer in new op-ed

“Ontario has a chance to go from the back-of-the-pack to a position of leadership in transparency.”

That was the message from AMAPCEO President Dave Bulmer in an opinion piece in the Toronto Star earlier this week.

Drawing on the recent example of Sanjay Madan, who fraudulently directed more than $47 million of public money to his own pocket through IT consultants, Bulmer made a strong case for improving transparency Ontario public service’s contracting process.

He urged the government to begin proactively disclosing all contracts valued at more than $10,000. He also recommended the government adopt open contracting data standard (OCDS), an approach which covers the entire process of contracting, from tendering through to implementation, and which has been adopted by more than 30 governments around the world.

“This can only promote greater value for money, greater efficiency, and as a mechanism to reveal corruption,” wrote Bulmer.

Transparency in outsourcing has consistently been one of AMAPCEO’s key advocacy issues. The union addresses this issue with government representatives at AMAPCEO’S recent day at the Legislature, and included recommendations on improving transparency as part of its pre-budget submission earlier this year.
